Reigen got Elected!

Arataka Reigen, a well respected social worker and problem solver has been elected into the Indian Parliament and is going to make his maiden speech and tabling a bill, lets keep quiet and listen to his revolutionary ideas.
Konichiwa to all the young people present here, my name is Arataka Reigen and I run a consultancy company. I am here today on behalf of the 7 people who voted for me in the elections. Someone else was going to win the election but somehow that person went missing so by default I was elected, this means I am lucky and I feel it is good for the Parliament to have a lucky person present.
I have a lot of experience in dealing with spirits, I always keep Salt in my left coat pocket because you never know when you might come across an evil spirit. *throws some salt on the opposition leaders* *shouting, ruckus, parliament suspended*
After 2 hours the Parliament reconvened.
Now that we are back, I want to talk about the absence of any laws that counter the existence of evil spirits, I can see that a lot of people here in the Parliament are suffering because of the spirits roaming above their heads. These are the spirits of people you promised something to but didn't deliver so maybe you all are responsible and are getting what you deserve.
Anyway, this bill that I have tabled today in the Parliament is for the making of an Agency that deals with Spirits and such. I will be glad to head the agency and make the by laws because I am a good man.
This agency will deal with the paranormal activities that our citizens suffer from.
